How to Transition to the New BSB Training Package: A Guide for RTOs

Many RTOs have been eagerly awaiting the rollout of the new Business Service Package (BSB) and the change finally came on 18 October 2020. Everyone in the industry knew a big shift was coming, and how right they were! 

On the face of it, the new BSB training package can look pretty unrecognisable when held up against the old BSB units. We’ve been asked by RTOs that offer BSB qualifications many questions on how the new units map up to the old.

As we’ve been building our own shiny new course materials around BSB Training Package v7.0, we gathered some thoughts on the shift that may help you with your own RTO’s transition. 

First, a definition:

‘Supersedes and is equivalent to’ in VET means the outcome of the training product is the same as the superseded training product BUT the ‘assembly’ of component parts is not necessarily the same. For example, if Performance Criteria have been combined or re-written to avoid ambiguity, the RTO must develop a revised ‘mapping matrix’ to check for the validity of current assessments and make the relevant changes.

In essence, the latest BSB package Release 7, which became available on 19 October 2020, supersedes and as a whole, is not equivalent to the BSB07 package that it replaced.

A common example for many RTOs will be BSB30115 Certificate III in Business. It is superseded by BSB30120 Certificate III in Business and the changes are very significant. The certificate has shifted from one core unit to six, and from eleven electives to seven, but the new opportunity to now focus the training product in one of four specialities is of tremendous advantage to learners and the industries they work in, or will work in.

Let’s also not forget that the work we do as training organisations is all about the learners. It is vital to inform relevant current students about the opportunity to transition to the latest qualification. This will ensure they do not commence training in a training product that has been removed or deleted from the National Register*.

Transitioning to the New BSB Training Package – a Handy Checklist:

  • Prepare a qualification/mapping table showing the relationship from the old units to the new units
  • Inform all staff and learners that changes have been made
  • Plan for any vocational or currency training for trainers and assessors
  • Consult with industry about the opportunities that the changes provide
  • Prepare revised Training and Assessment Strategies for approval
  • Review, revise or obtain learning resources associated with delivery and assessment
  • Review and revise marketing materials
  • Update all certification documentation
  • Review staff and learner information
  • Apply to ASQA for inclusion on your RTO’s scope of registration
  • Ensure all revised materials are version controlled and available at the point of use
